OPERATIONAL REFERENDUM: NOVEMBER 3, 2026

Our community takes great pride in the School District of West De Pere and the success of our students. Maintaining that high level of excellence, however, has become increasingly difficult due to financial challenges that are largely outside of our control. 

Like all public school districts in Wisconsin, West De Pere operates under a state-imposed revenue limit that restricts the amount of funding we can receive through a combination of state aid and local property taxes. This system, established in 1993, has not kept pace with inflation or the rising cost of educating students.

If school funding had kept up with inflation since 2009, districts like ours would receive approximately $3,500 more per student each year. At the same time, statewide funding decisions have reduced general aid to public schools, further impacting our ability to meet student needs.

On Tuesday, November 3, 2026, voters in the School District of West De Pere will consider an operational referendum that would provide critical funding to support our schools and students.

FACING FINANCIAL CHALLENGES

The School District of West De Pere is projecting a $2.6 million deficit in the 2026-27 school year and a $3 million deficit in 2027-28. These shortfalls are driven by rising operational costs, limited state funding, and increasing student needs—particularly in areas such as special education, where services are required but not fully funded.

 

Everyday expenses continue to rise, including:

  • Utilities and transportation

  • Food service and maintenance

  • Insurance and operational costs

  • Instructional materials and curriculum

  • Employee wages and benefits

Without additional funding, the district will need to consider significant reductions that would directly impact students, including:

  • Fewer teachers and support staff

  • Larger class sizes

  • Reduced academic programs and course offerings

  • Cuts to student support services, including intervention and mental health resources

  • Fewer extracurricular and co-curricular opportunities

  • Delayed maintenance and operational adjustments

 

These are difficult decisions that would have lasting effects on the quality of education in West De Pere.

PROPOSED SOLUTION

The proposed operational referendum on the ballot November 3 would allow the district to exceed its state-imposed revenue limit by $4.9 million annually through the 2032-33 school year. If approved by voters, this funding would allow the district to:

  • Address projected budget deficits and maintain financial stability

  • Restore and maintain a responsible fund balance

  • Attract and retain high-quality staff through competitive compensation

  • Maintain current class sizes

  • Preserve academic programs and course offerings

  • Protect student support services and extracurricular opportunities

 

This investment would help ensure that West De Pere schools can continue to provide a high-quality educational experience for all students.
